It doesn`t do anything... It does not change the system timer or it's resolution at all. The Author read a snippet of code from MSDN and read and article from Systinternals...

Great timer! This timer is great for meetings. I use it to stay on the agenda. I also lead timed brainstorming exercises and other activities using this timer.
